They would be compelled to send any woman requesting the procedure to an abortion clinic.
The growing number of doctors who have moral objections to abortion - 25 per cent refuse to sign consent forms for it - are furious with the proposal.
Some are considering legal action if, as expected, the move is ratified by the British Medical Association's policy-making body in July.

The act is...seen as an important counter-balance to anti-terror laws which have been viewed as disproportionately targeting Britain's Muslim population.
Critics have argued that the law will undermine the freedom of satirists, comedians and writers, and stifle legitimate discussion about religion and religious practices.
Here we go with more secular legislation aimed at instilling morality in the people. There is no surprise that this state imposed secular morality is arbitrary and capricious. Who will determine what amounts to incitement of religious hate? And what will be the standards? Will a condemnation of the teachings of Mohammed land you in jail? Truth and debate will be stifled in the name of political correctness at a time when Europe needs open and honest talk about Islam and the danger it poses to the continent.
Perpetually splintered Christianity--brought about by the Reformation--has permitted the enemies of Christianity a profound advantage.
